The book examines the extent to which Chinese cyber and network security laws and policies act as a constraint on the emergence of Chinese entrepreneurialism and innovation. Specifically, how the contradictions and tensions between data localisation laws (as part of Network Sovereignty policies) affect innovation in artificial intelligence (AI). The book surveys the globalised R&D networks, and how the increasing use of open-source platforms by leading Chinese AI firms during 2017–2020, exacerbated the apparent contradiction between Network Sovereignty and Chinese innovation. The drafting of the Cyber Security Law did not anticipate the changing nature of globalised AI innovation. It is argued that the deliberate deployment of what the book refers to as 'fuzzy logic' in drafting the Cyber Security Law allowed regulators to subsequently interpret key terms regarding data in that Law in a fluid and flexible fashion to benefit Chinese innovation.

"Headlines about Chinese innovation can induce a certain cognitive dissonance. On the one hand, until very recently true innovation in China was thought impossible due to censorship and control. The seemingly insurmountable conflict was clear: restriction versus innovation. How could that mesh of an economic, legal and political system we cannot label precisely with any existing reference points be so successful economically and technologically? Suddenly by 2017-2020, not a week went by without Western media reporting on the impressive and sometimes unnerving Chinese technology and artificial intelligence ('AI') developments. Chinese facial and speech recognition companies are now world class, but we know little about their most impressive achievements because their commercial applications have mostly been piloted inside China's borders"--

This book provides a comparison and practical guide of the data protection laws of Canada, China (Hong Kong, Macau, Taiwan), Laos, Philippines, South Korea, United States and Vietnam. The book builds on the first book Data Protection Law. A Comparative Analysis of Asia-Pacific and European Approaches, Robert Walters, Leon Trakman, Bruno Zeller. As the world comes to terms with Artificial Intelligence (AI), which now pervades the daily lives of everyone. For instance, our smart or Iphone, and smart home technology (robots, televisions, fridges and toys) access our personal data at an unprecedented level. Therefore, the security of that data is increasingly more vulnerable and can be compromised. This book examines the interface of cyber security, AI and data protection. It highlights and recommends that regulators and governments need to undertake wider research and law reform to ensure the most vulnerable in the community have their personal data protected adequately, while balancing the future benefits of the digital economy.

This book provides a governance perspective on China’s digital authoritarianism by examining the political and institutional dynamics of the country’s internet sector in a historical context. Using leading theories of authoritarian institutions, it discusses China’s approach to the internet and methods of implementation in terms of party-state institutions and policy processes. This provides a much-needed ‘inside out’ perspective on digital authoritarianism that avoids the perception of China as some coherent and static monolith. The study also offers a powerful rationale for China’s cyber sovereignty as an externalisation of its domestic internet governance framework and broader political-economic context. As China shifts from rule-taker to rule-maker in world politics, the Chinese Dream (zhongguo meng) is now going global. Beijing’s digital authoritarian toolkit is being promoted and exported to other authoritarian regimes, making China a major driver of digital repression at the global level.

An in-depth exploration of the political economy of the Chinese technology company Baidu which, along with China’s other tech giants Alibaba and Tencent, has emerged as a leading global Internet company. Baidu – not Google – is the dominant search company in China, the largest Internet market in the world, whose impact on the political economy is no longer limited to China, but the broader global market, and in particular the US economy. This book outlines the intense competition within the search engine market and illustrates the inter-capitalist dynamic in the contemporary Chinese Internet sector, and highlights Baidu’s uniqueness on the global stage as it pivots to Artificial Intelligence (AI) and expands into other industrial sectors. ShinJoung Yeo offers a window into the intensifying geopolitical shaping of the global Internet industry, and the contention and collaboration among multinational firms and states to control the most dynamic capitalist economic sector – the Internet. An important and timely analysis for anyone interested in the political economy of the global media, communication, and information industries, and particularly those requiring a better understanding of the Internet industry in China.

"Artificial intelligence (AI) and big data promise to help reshape the global order. For decades, most political observers believed that liberal democracy offered the only plausible future pathways for big, industrially sophisticated countries to make their citizens rich. Now, by allowing governments to monitor, understand, and control their citizens far more effectively than ever before, AI offers a plausible way for big, economically advanced countries to make their citizens rich while maintaining control over them--the first since the end of the Cold War. That may help fuel and shape renewed international competition between types of political regimes that are all becoming more "digital." Just as competition between liberal democratic, fascist, and communist social systems defined much of the twentieth century, how may the struggle between digital liberal democracy and digital authoritarianism define and shape the twenty-first? This work highlights several key areas where AI-related technologies have clear implications for globally integrated strategic planning and requirements development"--
