Mastering the language of schooling is essential for learners to develop the skills necessary for school success and for critical thinking. It is fundamental for participation in democratic societies, and for social inclusion and cohesion. This handbook is a policy and working document which promotes convergence and coherence between the linguistic dimensions of various school subjects. It proposes measures to make explicit – in curricula, pedagogic material and teacher training – the specific linguistic norms and competences which learners must master in each school subject. It also presents the learning modalities that should allow all learners, and in particular the most vulnerable among them, to benefit from diversified language-learning situations in order to develop their cognitive and linguistic capacities.

The work of the Council of Europe in plurilingual and intercultural education is highly influential in Europe and beyond and has been so for many years. The Common European Framework of Reference and its Companion Volume, and related instruments, provide ways in which to implement policies and a broader vision of providing quality and equity in education across the curriculum, a vision which incorporates the core values of the Council of Europe and which educates children and young people to be plurilingual, intercultural and democratic citizens. This book presents this educational vision, demonstrates how it can be realised through the application of Council of Europe instruments in practice, and does so in a way which is easily and quickly accessible to teachers of all subjects and in all educational institutions, as well as to other educationists, including policymakers.

The efficient functioning of democracies depends on social inclusion and societal integration, and these in turn depend on an understanding of, respect for and engagement with linguistic and cultural diversity. The Council of Europe advocates plurilingual and intercultural education as a means of achieving these goals. Recommendation CM/Rec(2022)1 draws on previous Council of Europe documents to define the key concepts that underpin plurilingual and intercultural education and sets out a comprehensive list of measures that member states are invited to take. While acknowledging that full implementation of these measures is the work of many years, the Recommendation points out that much can be achieved in the short term within existing policy frameworks. Together with its explanatory memorandum, Recommendation CM/Rec(2022)1 is essential reading for policy makers, curriculum developers, teachers, teacher educators, textbook authors, examination agencies, parents’ organisations, educational associations and leaders of civil society.

The Routledge Handbook of Plurilingual Language Education is the first comprehensive publication on plurilingualism, offering a multidimensional reflection on the nature, scope, and potential of plurilingualism in language education and society. Authored by a range of internationally recognized experts, the Handbook provides an overview of key perspectives on plurilingualism in a complementary range of fields. After a comprehensive introduction to the concept itself, 24 chapters are organized in six parts, each examining plurilingualism through a different lens. The Handbook spans historical, philosophical, and sociological dimensions, examines cognitive and neuroscientific implications, and the limitations of boundaries before moving to a pragmatic perspective: How is plurilingual language education developing in different contexts around the world? How can it contribute to language revitalization? How can it be expected to develop in education, digital spaces, and society as a whole? Written for an international audience, this handbook is an indispensable reference tool for scholars in education and applied linguistics, educators, graduate and post-graduate students, and policy makers.

Content and Language Integrated Learning (CLIL) refers to an educational context where a foreign language (in this case English) is used as a medium of instruction in content subjects. This book presents and analyses the changes which take place in a CLIL classroom in secondary education. This book will also serve to raise CLIL teachers’ awareness of certain changes which occur in the CLIL classroom, and will consequently help them understand the process of Content and Language Integrated Learning. The book is organised into two parts: theoretical and empirical. These parts consist of six chapters each. The first three chapters review the professional literature relevant to this study, while the other three chapters are devoted to the empirical study.

This book presents the background to the current shift in language education towards action-oriented/action-based teaching, and provides a theorization of the Action-oriented Approach (AoA). It discusses the concepts and theories that paved the way for the AoA and explores their relevance for the way language education is conceived and implemented in the classroom. In the process, it revisits the concept of competence and discusses the dynamic notions of mediation and plurilingualism. The authors explain the way in which the Common European Framework of Reference for Languages (CEFR) and its recent update, the CEFR Companion Volume, broaden the scope of language education, in particular in relation to the actional turn. The book provides scholars and practitioners with a research-informed description of the AoA, explains its implications for curriculum planning, teaching and assessment, and elaborates on its pedagogical implications.
