Last year, the Dubai International Conference in Higher Education considered the global challenge of sustaining success in higher education. This year, we posed the question: ‘How do universities combine rigour with relevance?’ Once again we have invited all those involved in the higher education community to come together to share insights related to the provision of education that is rigorous and at the same time relevant. The three key premises of the conference are these: 1. Higher education institutions must demonstrate their relevance to the needs of the workforce in a landscape of constant and rapid economic and social change. 2. They must maintain the rigorous academic standards that are the hallmark of a quality institution. 3. With the accelerating power and reach of the web, universities must meet unprecedented challenges as technological innovation disrupts their traditional business model. Unless individual universities prove that they are capable of adapting successfully in the face of these three pressures, their futures may be uncertain.

This book presents the current advances and emerging trends in digital technologies for learning and education through a number of invited chapters on key research areas. It addresses information and communications technology (ICT) in a global context, reporting on emerging trends and issues in four areas – basic education, technical and vocational education, distance and continuing education and higher education –, as these four areas represent the primary contexts in which ICT is used to support learning and instruction. This book provides a brief overview of the potential benefits of ICT used in education and some of the best approaches in which different ICTs have been used in education thus far in a global context. It also presents the expertise and the most current research and practices of recognized international educators and researchers in the field of ICT in education. Third, this volume is both informative and transformative in its coverage of the conceptual and practical impact of technology on current educational practices, making it a valuable resource for policymakers, educators and educational researchers around the globe.

In our knowledge-based world, the societies that prosper are the ones that generate knowledge - through research, through the interwoven relationship between the academe and funded research bodies and with industry. They are the new ‘centre’. It is strange indeed to think of the countries of the Arab Gulf States as the ‘periphery’. But, as the authors of this book argue very persuasively, by importing a ‘baroque arsenal’ of increasingly sophisticated and costly educational programmes, the Arab Gulf States consume other countries’ knowledge and products, all of which are of declining utility and sustainability. Whilst universities contribute to the culture and political life of modern society, the authors ask - where in the Arab Gulf States is there capacity building, knowledge generation and the culture of imaginative ideas that lie at the root of any civilisation? By following a ‘magistracy’ on a global journey through regions, nations and into institutions, their answers are intended to inform and to urge the Arab Gulf region into promoting education for its own self determination and even its survival.

In the last decade, due to factors of ICT infrastructural and broadband maturation, rising levels of educational attainment and computer literacy, and diversification strategies, e-learning has exploded in the Middle East and North Africa (MENA) region. However, significant barriers remain in the region’s e-learning development: lack of research on outcomes and effectiveness, paucity of Arabic language learning objects, monopolies and high cost of telecommunications, cultural taboos, accreditation, censorship, and teacher training. This unique volume is the first comprehensive effort to describe the history, development, and current state of e-learning in each of the 20 MENA countries from Algeria to Yemen. Each entry is expertly written by a specialist who is acutely familiar with the state of e-learning in their respective country, and concludes with a bibliography of key reports, peer-reviewed books and articles, and web resources. E-Learning in the Middle East and North Africa (MENA) proves itself as a vital compendium for a wide readership that includes academics and students, transnational program directors, international education experts, MENA government departments, commercial vendors and investors, and ICT development and regulatory agencies involved in e-learning in the Middle East.
