These are the fundamental physical constants. The precision determination of the numerical values of these constants has long been and remains one of the principal objectives of experimental science. This is not because there is any intrinsic virtue in accumulating lists of ever longer numbers, but because the fundamental constants are the quantitative links between our most basic theories and the physical reality we wish them to describe. Our theories must stand or fall according to their ability to make quantitative predictions which agree with experimental observations to the maximum accuracy possible. The progress of our understanding of the physical world is therefore very much intertwined with the advance of the art of precision measurement and its application to the determination of the fundamental physi cal constants. The Conference on Nuclear Masses and their Determination which was held at the Max Planck I nstitute in Mainz from 10 to 12 July 1956 resulted in the formation by the International Union of Pure and Applied Physics of a Commission on Atomic Masses and Related Constants. Under the auspices of this Commission conferences covering these subjects were held in Hamilton, Ontario (12-16 September, 1960), in Vienna (15-19 July 1963) and in Winnipeg (28 August-1 September 1967). After the last of these conferences the Commission felt that the position regarding nuclear masses was reasonably good and that as a consequence the fundamental constants should get more emphasis in future conferences. For this reason they were very pleased to accept an offer from the National Physical Laboratory to accept the main burden of organizing the Fourth International Conference on Atomic Masses and Fundamental Constants. An Organizing Committee was appointed with the members: J. H. Sanders, Chairman B. W. Petley, Secretary A. Horsfield, Treasurer P. Dean A. H. Wapstra. They were assisted by a Program Committee consisting of: A. H. Wapstra, Chairman E. R. Cohen A. Horsfield W. H. Johnson, Jr. J. H. Sanders J. Terrien.

The reliability and accuracy of systems of measurement continue to advance. The exchange between physics and metrology is always fascinating and exciting. Many are the open problems in physics that call for extremely precise standards, many are the advances in metrology made possible by a deep and assiduous study of the underlying physics. One has just to think of the enormous sophistication required in the measurements of some absolute quantities such as the Avogadro, the gas, or the gravitational constants. It is also worth noticing that not only the units of a metrological system are interrelated through the fundamental constants, but also the latter find their full significance when they are determined through the most exacting metrological experiments. Over the past decade many improvements took place and these are discussed in this book; from one side the old caesium SI second definition has found a new realisation, with the “fountain” approach, replacing the classical thermal atomic beam. The use of “cold” atom techniques, in which bunches of inert atoms are collected, slowed down, and cooled, has opened a number of new and unexpected avenues for metrology and fundamental constants; one of these possibilities being the atom interferometry. Another important “quantum jump” was the demonstration of the possibility of performing a direct frequency division in the visible, using ultra short femtosecond pulses. In addition, the possibility of “counting” electrons or photons gave a fundamental support to the development of single-electron capacitance standards and to new scenarios in the absolute calibration of photo-detectors.
