This manual is designed to help school personnel conduct functional behavior assessments (FBAs) and to develop effective behavior intervention plans (BIPs). The manual begins by providing background information on FBAs including: (1) the four-stage model of collaborative problem solving that is used to conduct FBAs and develop subsequent BIPs, including problem definition, problem analysis, development of a BIP, and monitoring progress; (2) why it is necessary to conduct an FBA and the four categories of possible functions for problem behaviors, including access, escape/avoidance, autonomic reinforcements, and multiple functions; and (3) when an FBA should be conducted and when it is necessary under the Individuals with Disabilities Education Act of 1997. This background information is followed by a description of how to conduct FBAs in school settings. Also described is how the FBA informs the BIP, the guiding principles used to match behavioral interventions and supports to the function or functions of the target behavior, and the categories of behavioral interventions and supports that should be considered when developing a BIP.
