In this 22nd report the Review Body was asked to consider how to apply teachers' pay the Government's "average 1 percent" pay uplift policy which applies across the public sector. This remit follows a two year pay freeze and the Government has made clear there will be two further years of pay restraint for the public sector as a whole.In light of the Review Body's 21st report the Education Department published advice to schools on revising their approach to pay. September 2013 will be the last time annual pay increments will be awarded to teachers based on length of service. Thereafter schools will be free to make individual progression decisions based on appraisal with points retained for reference only on the main pay scale. The Department has said there was no additional funding for schools to cover the 2013 pay award. In the area of recruitment and retention the Body suggested there were some emerging areas of concern, including competitive pressures, especially in urban areas. The Review Body has given particular weight to the need for simplicity so schools can concentrate on preparing for implementation of proposals in the last report, and also the need to provide some underpinning support for the teacher labour market as a whole. They recommend an increase of 1 percent from September 2013
This book provides an in-depth narrative of the difficulties facing Territorial Self-Government institutions across Northern Ireland, Bosnia, the former Yugoslav Republic of Macedonia, Moldova, and Iraq. It brings together analyses of both prominent and lesser known cases to provide a broad overview of how Territorial Self-Government operates as a conflict management tool in different contexts. Drawing on lessons from these five cases, the author demonstrates the importance of designing and implementing international guarantees to self-government and the associated difficulties. Domestic capacity development must be encouraged and international actors needs to balance the guarantees aimed at providing stability with their wider security and economic concerns. The volume also strongly connects to broader research and theory on conflict management, particularly the role of institutional design and international assistance.
This book explores the intimate marital relationships of Indonesian Muslim married women. As well as describing and analysing their sexual relationships, the book also investigates how Islam influences discourses of sexuality in Indonesia, and in particular how Islamic teachings affect Muslim married women’s perceptions and behaviour in their sexual relationships with their husbands. Based on extensive original research, the book reveals that Muslim women perceive marriage as a social, cultural, and religious obligation that they need to fulfil; that they realise that finding an ideal marriage partner is complicated, with some having the opportunity for a long courtship and others barely knowing their partner prior to marriage; and that there is a strong tendency, with some exceptions, for women to consider a sexual relationship in marriage as their duty and their husband’s right. Religious and cultural discourses justify and support this view and consider refusal a sin (dosa) or taboo (pamali). Both discourses emphasise obedience towards husbands in marriage.
