The Title I program, created in 1965, is the largest federal program supporting elementary and secondary education and is intended to help ensure that all children have the opportunity to obtain a high-quality education and reach proficiency on challenging state standards and assessments. The No Child Left Behind Act of 2001 (NCLB) expanded the assessment and accountability provisions in the law while also creating new provisions related to parental choice and teacher quality. The purpose of this report is to examine the implementation of key Title I provisions related to state assessments, accountability, school choice and supplemental educational services, and teacher quality, as well as examining trends in student achievement. The report synthesizes key findings from a variety of studies and data sources, including the National Longitudinal Study of No Child Left Behind and the Study of State Implementation of Accountability and Teacher Quality Under No Child Left Behind which are repeated cross-sectional surveys of states, districts, and schools, as well as state performance reports and the National Assessment of Educational Progress. The following are appended: (1) Descriptions of Major Data Sources Included in This Report; (2) Supplemental Exhibits; and (3) Standard Error Tables. (Contains 91 exhibits and 185 endnotes.).

During its first 14 years of existence, the National Assessment of Educational Progress (NAEP) was located at the Education Commission of the States (ECS). This annotated bibliography of 575 references lists all major publications by or about NAEP published between 1969 and 1983. References are in a classified arrangement, by specific or special assessment. Documents not dealing with a specific assessment are grouped by: Methodological Publications; Special Analyses; and General and Miscellaneous. Materials by NAEP are separated from materials about NAEP done by external organizations. Subject, Personal Author, and Preparing Institution indexes are provided. The compilation is based on materials (documents and journal articles) archived in the database of the Educational Resources Information Center (ERIC), and therefore most documents cited can be obtained through the ERIC Document Reproduction Service (EDRS). This book describes results from the 1994 National Assessment of Educational Progress (naep) assessment in U.S. history, conducted at grades 4, 8, and 12. Included in this report card are the results of students' achievement at each grade and within various subgroups of the general population. The report discusses the relationships between student performance and instructional and home background variables. This information gives educators a context for evaluating the U.S. history achievement of students and the results that may be used to guide reform efforts. Chapters include: (1) "naep 1994 U.S. History Assessment"; (2) "U.S. History Results for the Nation and Regions"; (3) "U.S. History Achievement Levels"; (4) "Contexts in which Students Learn History"; and (5) "What Students Know and Can Do in U.S. History." A conclusion, three appendices, 52 tables, and 13 figures complete the book. (Eh).
