n the aftermath of the financial crisis, why has the reform process been incremental yet the conditions for more rapid and abrupt transformations appeared to be available? Is there anything specific about financial policy that prevents more radical reforms? Drawing from Comparative Politics and Historical Institutionalism in particular, as well as International Political Economy, this book answers these questions by examining the particular institutional frictions that characterise global financial governance and influence the activity of change agents and veto players involved in the process of global regulatory change. The chapters in this volume collectively demonstrate that the process of change in financial rule-making as well as in the institutions governing finance does not fit with the punctuated model of policy change. The book also shows, however, that incremental changes can lead to fundamental shifts in the basic principles that inform global financial governance.

HAVISHAM IS THE ASTONISHING PRELUDE TO CHARLES DICKENS'S GREAT EXPECTATIONS. Before she became the immortal and haunting Miss Havisham of Great Expectations, she was Catherine, a young woman with all of her dreams ahead of her. Spry, imperious, she is the daughter of a wealthy brewer. But she is never far from the smell of hops and the arresting letters on the brewhouse wall—HAVISHAM—a reminder of all she owes to the family name and the family business. Sent by her father to stay with the Chadwycks, Catherine discovers elegant pastimes to remove the taint of her family's new money. But for all her growing sophistication, Catherine is anything but worldly, and when a charismatic stranger pays her attention, everything—her heart, her future, the very Havisham name—is vulnerable. In Havisham, Ronald Frame unfurls the psychological trauma that made young Catherine into Miss Havisham and cursed her to a life alone, roaming the halls of the mansion in the tatters of the dress she wore for the wedding she was never to have. Through 25 chapters authored by some of the leading researchers in the field, the Human Resources Development Review 2008 provides an extensive overview of the contextual factors driving human resources development in South Africa. A key theme throughout the volume is the importance of a multi-faceted skills development strategy operating at three levels. The first entails high-skills policies aimed at expanding export-oriented manufacturing production and services provision, particularly in new globally competitive 'niche' areas. The second relates to the economy's ongoing need for intermediate skills, as is evident in the shortage of skilled artisans and technologists. Finally, the provision of basic, entry-level skills is important in view of the urgent need for large-scale job creation schemes, triggered by public sector initiatives, to ameliorate high levels of unemployment and despondency, especially amongst the youth.
