As a student of nursing or another healthcare profession, you have likely been introduced to evidence-based practice (EBP) as a means for addressing clinical problems. The accompanying book will introduce you to EBP's parallel in health policy-evidence-informed health policymaking as a process for addressing health policy problems. It is exciting to think that we, as healthcare providers, can have an impact on the making of good health policy and have the means to influence our policymakers. To do that, we also need to be grounded in the structure and function of government, familiarize ourselves with who represents us in government, and have a beginning understanding of how political systems work. This student workbook is designed as a companion to the primary book, Evidence-Informed Health Policy: Using EBP to Transform Policy in Nursing and Healthcare, which will provide you with the necessary grounding in policy and policymaking, persuade you that evidence can be used to influence policymaking, and which describes an evidence-informed health policymaking model. PURPOSE AND STRUCTURE The purpose of the Evidence-Informed Health Policy Student Workbook is to provide learning activities and case studies that relate to each book chapter that will help deepen the student's understanding of government structure, function, and evidence-informed health policymaking. Three chapters provide one accompanying learning activity; each of the remaining chapters provides multiple learning activities. In addition, three case studies are included; each of these focuses on the application of chapter material in the policymaking environment. Every exercise reflects the content of its accompanying chapter; therefore, students should read the chapter, and if specified, focus on certain sections within the chapter prior to completing an exercise or case study. Students may complete all these learning activities, but some instructors may choose only one or two from each chapter that meet the objectives of a particular course. Each learning activity begins with objectives, and many suggest accompanying resource material or additional external resources, and specific instructions. Nurses and other healthcare professionals are increasingly called upon to engage in the process of policy development and advocate for health policy that will serve the public good. Our hope is that the student workbook will help prepare you for this role by facilitating both your own development of a beginning policy skill set and a deeper understanding of the health policy environment.

Welcome to the Evidence-Informed Health Policy Instructor's Guide. This guide is designed to be a resource for educators in the academic, professional association, government affairs, regulatory, or practice environments. The guide is divided into three units: Unit 1: Using the Textbook for Teaching and Learning Unit 2: Resources for Teaching Evidence-Informed Health Policy Unit 3: Chapter Learning Activities and Instructor Support In this instructor's guide, we provide suggestions for faculty, nurse leaders, nurse members or staff of professional associations and organizations, regulatory agency members or staff, or other healthcare professionals who are teaching others to become more familiar with the policymaking milieu and processes using the book Evidence-Informed Health Policy: Using EBP to Transform Policy in Nursing and Healthcare. For faculty in particular, the menu of chapter-by-chapter learning activities and case studies will help facilitate student learning about the public policy process and can be used as part of a health policy course at a variety of academic levels. The student workbook contains the same learning activities and case studies found in the instructor's guide. However, the instructor's guide additionally contains instructor support; this consists of sections on learning activity implementation and student evaluation. Also, some learning activities require fill-in responses or answers; samples are provided for the instructor. Finally, the instructor's guide includes one learning activity found in the student workbook: suggestions for a penultimate learning activity/comprehensive policy brief. We have often used this in our courses instead of a final examination. For master's-level students, we suggest assigning a bill or other form of established policy. Doctoral-level students are guided through the process of identifying an individualized policy problem and, eventually, a viable solution; some have gone on to develop these as DNP projects.

Over the past two years there has been a great deal of international discussion about how to harness health research more effectively in order to achieve the United Nations' Millenium Development Goals as well as other national health goals in low- and middle-income countries. Our objective was to identify organisations around the world, and especially in low- and middle-income countries, that are in some way successful or innovative in supporting the use of research evidence in the development of clinical practice guidelines, health technology assessments, and health poligy, and to describe their experiences. The study's seven main implications for those establishing or administering organisations to produce clinical practice guidelines or health technology assessments or organisations to support the use of research evidence in developing health policy include: 1. Collaborate with other organisations 2. Establish strong links with policymakers and involve stakeholders in the work 3. Be independent and manage conflicts of interest among those involved in the work 4. Build capacity among those working in the organisation 5. Use good methods and be transparent in the work 6. Start small, have a clear audience and scope, and address important questions 7. Be attentive to implementation considerations even if implementation is not a remit The study's four main implications for the World Health Organisation and other international organisations include: 1. Support collaborations among organisations 2. Support local adaptation efforts 3. Mobilize support 4. Create knowledge-related global public goods, including methods and evidence syntheses.

The World Health Assembly in 2005 urged Member States to establish or strengthen knowledge transfer mechanisms to support evidence-informed health policies and health care delivery. The European Health Information Initiative was set up to strengthen the use of evidence information and research for policy-making in the WHO European Region. While good-quality health information is a key component for decision-making it needs to be packaged and communicated in an effective way to policy-makers the end-users. This report describes tools and mechanisms that can help to increase the use of health information in policy development. Packaging tools include synthesis methods such as policy briefs and visualization methods. Application tools include surveillance data and modelling/simulation to explore the behaviour and performance of processes and interventions. Dissemination and communication tools include health information-sharing platforms newsletters and person-to-person communications. Finally linkage and exchange tools such as knowledge networks facilitate the dissemination and refining of health information thus increasing the chance of its translation into policy.
