Building communication capacity is a critical piece of preparing for, detecting, and responding to infectious disease threats. The International Health Regulations (IHR) establish risk communicationâ€"the real-time exchange of information, advice, and opinions between experts or officials and people who face a threat to their survival, health, and economic or social well-beingâ€"as a core capacity that World Health Organization member states must fulfill to strengthen the fight against these threats. Despite global recognition of the importance of complying with IHR, 67 percent of signatory countries report themselves as not compliant. By investing in communication capacity, public health and government officials and civil society organizations facing health crises would be prepared to provide advice, information, and reassurance to the public as well as to rapidly develop messages and community engagement activities that are coordinated and take into account social and behavioral dynamics among all sectors. To learn about current national and international efforts to develop the capacity to communicate effectively during times of infectious disease outbreaks, and to explore gaps in the research agenda that may help address communication needs to advance the field, the Forum on Microbial Threats of the National Academies of Sciences, Engineering, and Medicine convened a 1.5 day workshop on December 13 and 14, 2016, in Washington, DC. Participants reviewed progress and needs in strengthening communication capacity for dealing with infectious disease threats for both outbreaks and routine challenges in the United States and abroad. The shaping of complex meanings depends on punctual and relational coding and inferencing. Coding is viewed as a vector which can run either from expression to content or from concepts to (linguistic) forms to mark independent conceptual relations. While coding relies on systematic resources internal to language, inferencing essentially depends on a layered system of autonomous shared conceptual structures, which include both cognitive models and consistency criteria grounded in a natural ontology. Inference guided by coding is not a residual pragmatic device but it is a direct way to long-term conceptual structures that guide the connection of meanings. The interaction of linguistic forms and concepts is particularly clear in conceptual conflict where conflictual complex meanings provide insights into the roots of significance and the linguistic structure of metaphors. Complementing a formal analysis of linguistic structures with a substantive analysis of conceptual structures, a philosophical grammar provides insights from both formal and functional approaches toward a more profound understanding of how language works in constructing and communicating complex meanings. What is an organization? What are the building blocks that ultimately constitute this social form, so pervasive in our daily life? Like Augustine facing the problem of time, we all know what an organization is, but we seem unable to explain it. This book brings an original answer by mobilizing concepts traditionally reserved to linguistics, analytical philosophy, and semiotics. Based on Algirdas Julien Greimas’ semio-narrative model of action and Jacques Derrida’s concept of écriture, a reconceptualization of speech act theory is proposed in which communication is treated as an act of delegation where human and nonhuman agents are mobilized (texts, machines, employees, architectural elements, managers, etc.). Perfectly congruent with the last development of the sociology of translation developed by Michel Callon and Bruno Latour, this perspective illustrates the organizing property of communication through a process called ‘interactoriality’. Jacques Lacan used to say that the unconscious is structured like a language. This book shows that a social organization is structured like a narrative.
